do not mix include <> and include "" in public headers

           Summary: do not mix include <> and include "" in public headers
           Product: Xerces-C++
           Version: 1.7.0
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Miscellaneous
        AssignedTo: xerces-c-dev@xml.apache.org
        ReportedBy: umuff@quark.com

Replace include "" with include <>, since some compilers get confused by
mixing those.
This is especially important for public headers.
