Currently, there still existed [documentation|https://ci.apache.org/projects/flink/flink-docs-master/docs/ops/state/state_backends/#the-hashmapstatebackend] to tell users how to enable sync checkpoint mode of HashMapStateBackend. However, this constructor has been removed, and we should remove such documentation.
