Policy question: closing issues

Hi,

I was wondering whether there are any implicit or explicit guidelines on when
to close an issue.  I couldn't find any.  For instance issue #2459 seems to
have been dealt with, yet still has status NEW.  Is this on purpose or a mere 
oversight?
