   This pull request follows https://github.com/apache/airflow/pull/14776. 
   
   Clearing a subdag with Downstream+Recursive does not automatically set the state of the parent dag so that the downstream parent tasks can execute.

   The PR most likely needs to run full matrix of tests because it modifies parts of the core of Airflow. However, committers might decide to merge it quickly and take the risk. If they don't merge it quickly - please rebase it to the latest master at your convenience, or amend the last commit of the PR, and push it with --force-with-lease.

   This PR fixed some issues but isn't a complete fix (there are other ways the cleared TaskInstance can involve multiple DAGs. See [Cross-DAG Dependencies](https://airflow.apache.org/docs/apache-airflow/stable/howto/operator/external_task_sensor.html#cross-dag-dependencies)). I put up another PR some time ago which should fix the remaining issues as well as the issue this PR reported: https://github.com/apache/airflow/pull/15382
