If people have configs that just refer to {{LocalFileSpanReceiver}} and other things in {{org.apache.htrace.core}}, this change would break the configs.  While this isn't out of the quesiton (since the receivers in core are just tests) it seems kind of unpleasant.  Maybe it's better if people just use full paths to class names?
