newbie: recrawl

I have installed nutch under windows, and i crawled succesfully.
I have db.default.fetch.interval set to "1", but I have no process
running on background, and i expected so.
 
nutch recrawls automatically or needs do it manually (then how) ?

Is it possible (perhaps using luke or lucene) to find out all the pages in 
an index that contain links to a certain site?
