Try:

  $ java org.apache.cocoon.Cocoon -p /full/path/name/to/cocoon.properties 
file.xml file.xsl

It works fine with Cocoon 1.7, but I had to do some changes in Cocoon 1.7.2 to
have it run. The raw 1.7.2 distribution dies with an null pointer exceptions.
See a message I posted earlier on the mailing list about how you can fix it.
