Hide the Android system controls to achieve a true full screen:
Set the View.SYSTEM_UI_FLAG_IMMERSIVE_STICKY flag.

The following plugin does this nicely:
https://github.com/mesmotronic/cordova-fullscreen-plugin

This complements to statusbar plugin for android.
