This isn't something we're going to support in the normal header rules.  It's
easy to write a plugin or full test if you really want to look for this stuff.

IMO, if you're worried about people sending "X-Spam-Status: Yes", you should add
it in pre-SA and just drop the message.  If spammers start advertising that
their messages are spam, it'd be pretty easy to delete their mails. ;)
