sharing code between projects

Hi,

We have two projects on the same Subversion repository, each starting at the
root and having its own set of trunk, branches and tags.
Project1 needs to use some of the code of Project2 - as if it was its own.
It would be best if that also included ability to commit, that would update
Project2.

What are my options?
