See http://jira.codehaus.org/browse/MCHANGES-285 - this is a known error.

It is fixed with release 2.8 of the changes plugin, PLUS using the <useJql/> configuration which is required for JIRA 5.1 or higher (see http://maven.apache.org/plugins/maven-changes-plugin/jira-report-mojo.html#useJql )
