[PR] [python] Fix latest snapshot lookup for index scan [paimon]
kerwin-zk opened a new pull request, #8771:

### Purpose
Fix `IndexFileHandler.scan(None)` calling the nonexistent `SnapshotManager.latest_snapshot()` method. Resolve the latest snapshot through `get_latest_snapshot()` and add regression coverage for an unspecified snapshot.
### Tests
- `python -m pytest -q paimon-python/pypaimon/tests/index_file_handler_test.py paimon-python/pypaimon/tests/global_index_build_test.py` (25 passed)
- `python -m flake8 paimon-python/pypaimon/index/index_file_handler.py paimon-python/pypaimon/tests/index_file_handler_test.py`
- `python paimon-python/dev/check_license_header.py`
