Tiles localization bug???

Hello All
  We are make a little web application using Struts 1.1 RC1. After
  enabling tiles plugin and make page with it we have "?????" instead of
  localized messages. Problem appear only in page with tiles in other
  pages everything ok. We use one resource file and same encoding
  UTF-8 in all pages.
  Any suggestions???
