Moving cartridge instance init scripts to a different folder

Hi all,

I think we should do $subject. Those are now in "tools/puppet3-agent/".

Shall we move them to "tools/init-scripts"?

+1 Yes it make more sense to have a separate folder for init scripts. We
could also add a README.md file to describe the purpose.
