1. JDO release JDO 3.1-rc1: JDO web site updates https://issues.apache.org/jira/browse/INFRA-7320

Looks good. Both of the JDO releases we want, 3.0.1 and 3.1-rc1 are available on mirrors. We're done with this part of the issue. But:

Download pages now need to be updated. The 3.1-rc1 download works but isn't mirrored. The 3.0.1 download for the api works but isn't mirrored. The 3.0.1 download for the tck doesn't work because the url is wrong (db/jdo/3.0/jdo-tck-3.0.1-src.zip should be db/jdo/3.0.1/jdo-tck-3.0.1-src.zip). Earlier downloads do not work because they are not mirrored.

The HowToRelease instructions need to be updated to reflect the new svnpubsub process. Topic 18 to end need changes. 

Looks like the How to update the site documentation needs update as well.

Michael volunteered to make updates to the site.

Craig volunteered to look at the How To Release JDO document.
