problem with beta 4 source download

I just downloaded the beta 4 source release, extracted it and tried to build
it.  It fails immediately because the config directory is not in the
release.  I did a search of the archives and couldn't find any posts
relating to this (in fact a search for +beta +4 returns only two old hits
from the middle of last year).

 

Is anyone aware of this problem?  Is it somehow "expected?"
