It seems that this is indeed a real use case. When set to "2", the intent is that when using e.g. parent proxy, we do not send forward proxy request in this mode.
However, I don't think this is actually working, at all. We also have the TS-481 Jira, and I know Comcast is working on this as well.
I'm hoping that whatever changes Comcast does to also incorporate these two Jiras :-).
