GEODE-9699: Redis Z*STORE commands should handle empty result sets (#6997)
- ZUNIONSTORE and ZINTERSTORE no longer create a key if the
union/intersection set is emppty
- ZUNIONSTORE and ZINTERSTORE delete the destination set if it exists
and the union/intersection set is empty
- Added tests for the above behaviour
- Enabled previously failing .tcl test for this behaviour
