Review comment:
       Looks like `InputProcessorUtil` also belongs to `checkpointing` as it's sole purpose is to create `CheckpointedInputGate`. And the purpose of the latter is to handle events, mostly checkpoint barriers.
   
   How about moving it too along with `UpstreamRecoveryTracker`/Impl and `CheckpointedInputGate`?
