The scope of a dialog box opened in a app, should be limited to that app. This
is seems to be true if the other app is not an OOo application, but if both are
OOo apps, they apparently interfere.
Example use scenario:
1) Open first spread sheet file by clicking on first spread sheet file icon.
2) Open second spread sheet file by clicking on second spread sheet file icon.
3) In first open spread sheet choose format>>Cells...>>Numbers
Tab>>User-defined
4) In second open spread sheet choose format>>Cells...>>Numbers
Tab>>User-defined
5) So far so good, it looks as if I can now copy a format of choice into the
first opened spreed sheet....but
6) When I go to back to the first Format Cells dialog box, it is blocked, and I
can't transfer my custom format as I planned....the blocking behavior is that
the second opened Format Cells dialog retains the focus even if I click the
mouse anywhere inside the first opened Format Cells dialog.
This problem seems to be universal throughout all the OOo applications. Any
second opened dialog box of any OOo application apparently blocks any
previously opened and unclosed dialog of any other OOo application in spite of
the fact that there doesn't seem to be any reason why blocking is needed.

There is no way to make the lower right Format dialog and corresponding
document window active.

The usual way to copy a style from document to another is File > Template >
Organize. Set both parts to "Documents" in the lower part. Then open the tree
view of the documents and drag a style from the left tree to the right tree
while pressing the CTRL-key.

There is, of course, a work around for the use scenario: Copy the user defined
format. Close the dialog. Paste it into the outer dialog. It is just that it
will take several times the effort to copy the user defined formats. In my
case there were 20 such formats to be copied.
