I have no opinion on the proposed change, but it appears it hasn't made its way into the spec (is there a related issue on https://jsr-283.dev.java.net?)

afaik, the new spec is more relaxed, saying it should be placed somewhere below jcr:system. but i'm not sure if the wording was already updated. 

the problem is, that we cannot implement it this way (i.e. placing it to /jcr:system/jcr:activties) without major restructurations of jackrabbit.
