Tomcat 4.0.4 - No of concurrent users

Hi,
               Is there any way of finding out how many concurrent users
Apache Tomcat 4.0.4 can support.
We are very surprised that one of our vendors states Apache Tomcat 4.0.4
should only be used to support less
then 25 concurrent users and have been advised to use IBM Weblogic instead?.
