   hmm would it be a CCLA that is needed?
   
   To avoid the complication on this work flow: Assuming there is no work on the Apache repo not in master or from the contributor, work flow wise, the branch does not help. If the contributor could force push to it, it would help.
   
   The contributor should rebase on master then force push to his remote and do PR. Once the passes CI. (If there is team work, then the contributor can rebase or cherry pick just the Apache commits prior to the master rebase)
   
   The committer should check out the Apache  branch  then fetch the contributor  branch and  force push the contributors branch to the Apache  branch.
