Modify set system status command syntax

Hi,

The syntax of set system status will change
from

> set system to readonly

set system to writeable

to

> set system to readonly

set system to running

set system to error


In cluster mode, we provide commands to set the local node status and set
the cluster status, valid for the entire cluster by default.

> set system to readonly on local

set system to readonly on cluster
