FOP - Table Column-Headers

It is not based on page numbers. Its actually based on the resulting no of
rows for a query -
 
eg -
 
Table Header 1
    Row 1_1
    Row 1_2
    Row 1_3
    Page Break (automatic because page runs out)
Table Header 1
    Row 1_4
    Row 1_5
    Page Break (forced by user)
Table Header 2
    Row 2_1
    Row 2_2
    Row 2_3
    Row 2_4
    Page Break (automatic because page runs out)
Table Header 1
    Row 2_5
    Row 2_6
    
A typical example is that -    
    Show all Customers and their Orders.
    The table header is the customer name
    If the orders for the customer span more than one page, I want to
display their name on each page
