Recent email suggested that help2man is not really a requirement for configuring/building the C++ code, and if it's not present, the man pages should not be generated. However, if help2man is not present, the configure fails. This patch fixes that - if help2man is not present, the docs/man directory is not built.

Fix Version/s: M3
Fixed by a mechanism different than the patch supplied by adding --with[out]-help2man
