jcs release, version 1.3.0 [vote]

So far we have 3 votes supporting a release of the
current JCS version as 1.3.0.  I started this on the
users list accidentally.  I'm moving it the the dev
list and opening it up for a couple more days.

JCS is ready for a formal release.  Every JCS
auxiliary is in great shape.  The TCP lateral (with
UDP discovery), the RMI remote server, the Indexed
disk cache, and the new JDBC disk cache are all
working very well in high demand production
environments.  I'm using all 4 personally.  The JCS
documentation is fairly  comprehensive, complete with
a new getting started guide.  The current version of
JCS 1.2.7.2 compiles under JDK 1.3.
