    admin configures a view instance and gives it user
    admin enables view for user
    user comes in and uses the view

    user comes in and uses the view
    user decides they don't need the view, disables it (means: it doesn't show in UI)

    admin configures a view instance and gives it user
    admin enables view for user and sets the user must have this view ("force" – meaning user cannot disable it)
    user comes in and uses the view
    since the view is forced, the user cannot disable view if they want
