not parsing information in Mixed Case

I am working with the Apache Server and Cocoon to build components of our
company website.  I have been tasked to build a nav bar which includes image
rollovers in XML/XSL. In my XSL I include the OnMouseOver and OnMouseOut
handlers, however, once the document is parsed to the browser the handlers
are delivered in all lowercase breaking my rollovers.  Is this a bug or a
property of either xalan or coccoon?  If the later, how can this be changed
so that mixed case is preserved?
