With the introduction of entire SSTable streaming, it is desirable to introduce new settings for the rate limit for entire SSTable streaming operations.

Currently, regular streaming and SSTable streaming are rate limited by the same setting. However, zero-copy streaming reduces load in the JVM and we can have a setting specifically for this use case.
