The goal of this jira is to implement the version 9 of the OffsetFetch API as described in KIP-848: https://cwiki.apache.org/confluence/display/KAFKA/KIP-848%3A+The+Next+Generation+of+the+Consumer+Rebalance+Protocol#KIP848:TheNextGenerationoftheConsumerRebalanceProtocol-OffsetFetchAPI.

The version 9 mainly adds support for topic ids but it also adds a few other fields.
