dbtags driver instantiation

I started using poolman 2.0.2 with DBTags. 
while playing with DBTags and poolman, I had to add
instantiation in addition to loading the driver in
ConnectionTag.java to make them work.
"Class.forName(_driver).newInstance();" 

I tried to find why newInstance() was necessary when
DBTags was working without instantiation by itself but
didn't get far.  does anybody have good explanation?
