Any taker for ant.bat file fix?

Hi,

I've been looking into issue 48186 and it is pretty obviously a real bug
(the very first argument is never checked against -noclasspath).

While I think I could come up with a fix (this jumping back and forth
with gotos is making my head swim, I must admit) it might not be the
optimal solution - so if there is anybody looking for a low hanging
fruit ...

Worst of all, I don't use the .bat file at all, so I'd be completely
unable to test any fix in depth.
