java.net.ConnectException: Connection refused: connect

Hello axis user
Could you help me to work out the reason for the following error message:

D:\xml-axis-10\webapps\axis\WEB-INF\classes>java kapitel8.Zeitansage_Client
There was the following remote error: java.net.ConnectException: Connection
refused: connect.
=========================================================================

I work on Windows 2000.
and my java version is:

D:\xml-axis-10\webapps\axis\WEB-INF\classes>java -version
java version "1.4.1_02"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.4.1_02-b06)
