    IMPALA-5379: Add test for parquet_dictionary_filtering

The current code only tests with the default setting
for parquet_dictionary_filtering, which is true. This
adds a test to verify that parquet_dictionary_filtering
set to false does not filter any row groups.

> We currently don't have a test for the parquet_dictionary_filtering query option, but we should have one that disables it and makes sure the filtering is disabled.
