uploading a file

Hi,

In our turbine application running on windows I need to launch a Microsoft
Paint(mspaint.exe) application on click of a button in my vm.

The user will enter some free text and closes the browser window.  I need to
upload this file to the server.

My question is

1. How to launch the ms paint application on click of button?

2. How to upload the file when the user closes the browser window?
