   We allowed `maxProducerIdExpirationMs` and `time` to be optional in the `ProducerStateManager` constructor. We generally frown on optional arguments since it is too easy to overlook them. In this case, I thought it was especially dangerous because `maxTransactionTimeoutMs` used the same type as `maxProducerIdExpirationMs`.
