External source code is now located in the new ext_sources top-level directory.
Previously it was located and loaded from
http://hg.services.openoffice.org/binaries.
The main/fetch_tarballs.sh script has to be adapted to use the new location.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.

Cleaned up fetch_tarballs.sh and extended the format of the ooo.lst a bit.
- Comments (started by '#' at any position of a line) are ignored.
As is whitespace at the beginning and the end of lines.
And empty lines.
- http:// and ftp:// URLs ending in '/' are used as prefix for following lines
(this has not changed.)
- More than one such prefix is allowed.
- Full http:// and ftp:// URLs are loaded without changes.
This information is now part of the ooo.lst file.
Most of the tar-balls are now loaded from the new ext_sources directory. As
temporary solution a small set of tar-balls (which is not and will not be
located in ext_sources) is still loaded from hg.services.openoffice.org.
