Various kinds of CAS - level metadata are being used in serialized forms.  Examples: in some serialized formats, the type system is included; a proposal to have unique identifiers based on OIDs needs the CAS's oid-prefix, and the ability to have the current last-used oid-suffix number for being able to generate subsequent unique IDs.

One existing serialization, CASSerializer's addCAS method, has a provision for some cas metadata: details about the current state of the heap.

This Jira proposes to formalize some of this into a general way to have
metadata added to serialized forms of the CAS.
