Add a weighted PageRank algorithm to complement the existing unweighted implementation. Edge values store a `double` weight value which is summed per vertex in place of the vertex degree. The vertex score is joined as the fraction of vertex weight rather than dividing by the vertex degree.

The examples `Runner` must now read and generated weighted graphs.
