[PATCH] ---[Cygwin] messages.cpp needs catopen, catgets etc

The current working version of the code does not link for gcc cygwin. This
is a temporary fix to at least allow it to link and run the tests, until
STDCXX-23 is fully resolved.

             (manual-entry): temporary fix to allow full build with
interrupts on Cygwin.
