This PR fixes the issue with sonar check
```

> Maybe a good time for 4.20 to drop support for EL7, Ubuntu 18.04 and 20.04 ? cc @sureshanaparti @shwstppr @DaanHoogland @JoaoJandre and others? Many distros will only have JRE17 as the new default, so either with 4.20 or 4.21 should deprecate support for older distros (both as mgmt/usage server host and KVM host) and move on to using newer LTS JRE.

EL7 support should be dropped
18.04 is EOL but 20.04 is not. but if openjdk 17 is installed, they should work as well

@weizhouapache I've made some changes; now I think there are some unit test failures when using JDK17 in Github action, can you check and advise if we should move them to JDK11 (for now) ?

After revising and revisiting all the comments, it's fair to say there's no objection to the doc PR and to have both JRE11 and JRE17 available for the next 4.20 release while keeping JDK11 for a while, but eventually transition to JDK17 with 4.20/4.21. Removing support for EL7 in 4.20 can be done, and we should transition our CI/CD/blueorangutan to default to EL8 for smoketests (removing pkging support for EL7 starting 4.20 onwards).

@weizhouapache I see you haven't forced pom.xml to use the JDK17, fair to say this would make cloudstack codebase build/work with both JDK 11 and JDK17? In which case should we merge this? (I see smoketests are still using JRE17)

Since 4.20 still supports the building/packaging by JDK 11, can we keep el7 packaging dir so users who run centos7/e7 can build packages by themselves ?
in 4.21, we will
- completely drop the JDK 11 support. the project will be built by JDK 17 (or/and JDK 21) only
- update `cs.jdk.version` in pom.xml from 11 to 17
- completely drop centos7/el7 support by removing `packaging/centos7` directory

Many distros will only have JRE17 as the new default, so either with 4.20 or 4.21 should deprecate support for older distros (both as mgmt/usage server host and KVM host) and move on to using newer LTS JRE.
To add to what @weizhouapache said, I think that dropping support for EL7 and Ubuntu 18.04 is should be done in 4.20.0.0. However, since Ubuntu 20.04 is still in LTS, we should not drop support for it, the EOL for Ubuntu 20.04 is Apr 2025.

@weizhouapache it fails to start mgmt server for me, so definitely a failure.
I tested 4.19 branch with JDK11 it works, I tested main branch with JDK11 - same issue; so this is also an issue on the main branch. I've logged a ticket: https://github.com/apache/cloudstack/issues/9462

small update
- jenkins has been updated to build packages with JDK17. (it is not supported by blueorangutan for now, need manual kickoff)
- some trillian tests are done on different hypervisors (see alove). they use the packages built by jdk17.
please note
- u20/r9/a8/a9/suse15 are not tested
- vmware 65/67/8 are not tested
- this PR has trivial changes on ldap plugin

Maybe a good time for 4.20 to drop support for EL7, Ubuntu 18.04 and 20.04 ? cc @sureshanaparti @shwstppr @DaanHoogland @JoaoJandre and others? Many distros will only have JRE17 as the new default, so either with 4.20 or 4.21 should deprecate support for older distros (both as mgmt/usage server host and KVM host) and move on to using newer LTS JRE.
