SNAPSHOT artifacts published

I just updated our build (r932981) to use
  version=0.1-incubating-SNAPSHOT
and published our first artifacts to the Apache Nexus repository!

You can find them at -
  https://repository.apache.org/content/groups/public/org/apache/bval/

Once the wiki is back up, I'll add details on how committers can setup
their settings.xml to enable publishing artifacts.
