Nathaniel Sherry updated VCL-709:
---------------------------------

          Component/s: web gui (frontend)
Description: We have a set of users who want to modify an existing image, and create new revisions of it. Some of these users, we don't wish to grant root access on any images. They currently have the ability to escalate on images that they own, regardless of our wishes, or if they had root access on the image that it was derived from.
    Affects Version/s: 2.3
