3.0 Rules

Is there a list or something somewhere that states what rulesets were 
added into 3.0/ I know some of the SARE rules were added, but not sure 
which ones.

A partial list was in Daniel Q's 3.0.0 pre1 announcement email. It's not 
comprehensive, but it's a start.
