Can I set up my own Security Certificate?

I'd like to set up WebMin to run remotely so I can admin the server while
off-site a bit easier.

The problem is that I can't securely connect because "The Identity
Certificate Issue is Unknown".

Can one set up their own security certificates or is that something that has
to be done through one of the certificate places like VeriSign?
