Bug in Xalan-J ?

It would appear that the command-line interface in Xalan-J, using Java2
1.2.2, accepts xsl:with-param as a valid child of xsl:template, and treats
it as an xsl:param.  See the attached example, in which I used an
xsl:with-param on line 18 instead of an xsl:param.
