If I see the default offering for EIP/ELB, in the details page, I do not see that capability but If I use the API for the same network offering id, I see both of them are enabled. 

The Service capabilites for network offering for EIP/ELB shows the following 

StaticNat: Netscaler, SecurityGroup: SecurityGroupProvider, Lb: Netscaler, Dns: VirtualRouter, UserData: VirtualRouter, Dhcp: VirtualRouter
