webapp1.0 will not install on Redhat 7.1

Had the same problem with the downloadable mod_webapp, but after compilation 
there were no problems (from a new cvs checkout).
I did this :
- checkout out apr 
- made sure catalina was working ok
- followed the instructions and ended up with this on the commandline (replace 
paths where necessary) :
./configure --with-apxs=/usr/local/apache/bin/apxs --with-
apr=/home/cvs/apache.org/www/apr --with-java --with-tomcat=/usr/local/jakarta-
tomcat-4.0.1/
