Currently, we are calling [KeyManagerImpl#isSstFilteringSvcEnabled()|https://github.com/apache/ozone/blob/f00455897e99d5fcef6e8145921117fa97cc8c01/hadoop-ozone/ozone-manager/src/main/java/org/apache/hadoop/ozone/om/service/SnapshotDeletingService.java#L162-L164] for each snapshot in SDS which gets the config every time. Since it is static once loaded from the ozone config file, we can change this call to get once and reuse it.
